The heads of parliamentary groups of the member states of the BSEC signed on 10 June a Declaration which includes the following priorities: co-ordination of interaction between the PABSEC, its Council of Affairs and the Black See Bank of trade and Development as well as the co-operation between the PABSEC and the PACE and the European Parliament.
It is to be reminded that in February 1993, in Istanbul, eight national parliaments set up the PABSEC whose first meeting was held in June of the same year. Later this regional organisation was joined by another three states, while a host of other states were granted observer status.
Another important event was the VI Meeting in Chisinau of the EU-Moldova Parliamentary Co-operation Committee. The meeting discussed the relations between Moldova and the EU in the context of the new initiative by the European Commission on the future neighbours of this European body, the current state of implementation of the PCA, the fulfilment by Moldova of the recommendations adopted at the V meeting of the Committee in September 2002 in Strasbourg, Moldova’s relations with the international financial institutions, the results of local elections, the process of the Transdnistrian conflict resolution etc. Jan Marinus Wiersma, Co-Chair of the Committee alluded that the EU might offer Moldova an individual action plan envisaging the gradual access of Moldovan goods to the community markets. This would be to Moldova’s advantage more than if it were included in a regional plan of action, which is another co-operation scenario, that the European Commission’s Communication of 11 March refers to. The European Official has admitted the possibility to accept Moldova in the stabilisation and association process, which opens the prospect of joining the EU.
