The discussions took place during the workshop “Comparing the efficiency of public services delivered to Moldovan towns” held on November 9, 2012 in Chisinau, and organized by the Association for Participative Democracy ADEPT and the Institute for Public Policy, Bucharest.
The goal of the workshop was to jointly agree on a set of performance indicators that could be used by local administration and civil society to assess the quality of four of public services: cold water supply; water disposal; collection of residential solid waste; and local public transportation.
As a result of the discussions, participants came up with draft performance indicators, to be further used for monitoring the performance of 15 Moldovan cities in providing quality public utility services. Subsequently, at the seminar experts from the Institute for Public Policy, Bucharest, shared their experience in designing and evaluating Romanian local government performance in delivering public services.
This event took place in the framework of the inter-regional project “Benchmarking for effective public services in local municipalities”, which aims at providing a platform for sharing good practices and transferring expertise for institutionalizing benchmarking of local public services in Romania, Moldova and Ukraine.
The project is implemented by the Institute for Public Policy, Romania; Association ADEPT, Moldova; and Ukrainian Institute for Public Policy, Ukraine, with the financial support of the Black Sea Trust.
