Appointments. Dismissals

Tudor Copaci was appointed director-general of the Agro-Industrial Agency Moldova-Vin. Previously, Copaci was deputy minister of economy and trade.

Alim Afonin, former PCRM deputy, was assigned head of the territorial administrative control directorate Soroca of the Ministry of Local Public Administration.

Vadim Ceban, former directorate chief in the Ministry of Economy and Trade, was nominated director-general of the Board of Directors of the National Agency for Energy Regulation.

Decisions

Decision concerning the building of a monument. A monument of Ruler Bogdan, founder of Moldova, will be built in front of the National Information and Security Institute of the Information and Security Service (SIS). The Ministry of Culture and Tourism will monitor the artistic feature of the monument. The association of SIS veterans assumed the funding for building and setting up the field.

Decision concerning the approval of the Conduct Code of customs officer. The obligation to respect the Conduct Code by customs officers was introduced in the law on customs service organs more than a year ago under Law # 175-XVI from 10.07.2008.

Decisions concerning the allocation of funds:

More than 905,000 lei was allocated from the Government Reserve Fund to cover expenses for the June 19–22, 2009 visits of the Moldovan President to Serbia, Israel and the Russian Federation;
The Orhei and Briceni Rayon Councils were allocated 466,900 lei to pay compensations to victims of political repressions.

Sittings. Decisions

Evolution of economy in 1st quarter

The executive has hosted an enlarged sitting with the participation of the incumbent Moldovan president and business representatives. According to reports by the Ministry of Economy and Trade and Ministry of Finance:

The annual economic growth forecast is minus 5 percent, compared with the IMF forecast of minus 9 percent and the World Bank forecast of minus 3 percent;
Moldova recorded a deflation of 1.8 percent the last six months, and the Consumer Price Index was 0.6 percent;
The economic crisis which hit Moldova has entered the second round directly, compared with the world economy, avoiding the financial-bank crisis, but a crisis in the Moldovan banking system is unavoidable, should banks refuse advantageous credits to vulnerable economic agents;
In order to overcome the economic crisis, the Government is due to stimulate several priority sectors: construction, trade, industry and agriculture; advantage export of agricultural and wine products; reduce excessive controls and credit the real sector of economy;
Budget collections turned over 10.8 billion lei, which is 89 percent of the planned amount;
Budgetary expenses have grown by 9.8 percent compared with the similar period of 2008, or by 1.4 billion lei.
The budgetary deficit for 2009 will amount to 4 billion lei or 9 percent of GDP.

Social-economic development of the rayons of Straseni, Nisporeni and Calarasi

The prime minister has chaired a sitting of the commission for coordinating actions aimed at social-economic development of the rayons of Straseni, Nisporeni and Calarasi, which drew concrete medium and long-term tasks. Emphasis in the social-economic development will be laid on developing the infrastructure, building industrial parks, developing the agriculture, processing agricultural production, stopping soil erosion, protecting environment, developing the social sector. The premier sought the plenary involvement of the Academy of Sciences of Moldova in working out all sections of the programme and surveying the planned actions, with the Government being due to approve the programme by September 1, 2009.

Note by ADEPT: In 2006 the Parliament adopted Law # 438-XVI on regional development in the Republic of Moldova, which aims at achieving a balanced and stable social economic development nationwide, reducing imbalances of social-economic development levels between and inside regions, strengthening financial, institutional and human opportunities for social-economic development of areas.

Deputy Premier Rosca keeps being active

Deputy Prime Minister Iurie Rosca:

Was on fact-collection visits to the Border Guard Service, Main State Fiscal Inspectorate, Agency of Material Reserves, Public Procurements and Humanitarian Aid, and Ministry of Justice;
Chaired a sitting of the Coordination Council for preventing and combating crimes and corruption (it discussed coordination of actions to elucidate the cases of inhuman treatment, torture and death signalled by the media after the April 7 events, as well as applications submitted by Moldovan citizens to ECHR after the April 7 developments);
Attended a sitting of the Superior Council of Magistracy;
Chaired a sitting at the Ministry of Health (which considered activities related to the Preliminary Country Programme of Moldova within the US Millennium Challenge Account);
Chaired a sitting of the interdepartmental commission for combating drug addiction and drug business.

Government’s Declaration

A declaration issued by the Government of Moldova on July 16, 2009 invokes an increasing meddling into internal affairs by neighbouring country Romania, which allegedly supports political forces and publicly expresses its preferences to bring certain forces to the rule. The Moldovan Government asks the EU to set up a commission to mediate the Moldovan-Romanian issues.
