CIS Summit of Heads of Government

The enlarged meeting of the Council of CIS Heads of Government was held during the Summit where over 20 issues related to the cooperation within the CIS have been discussed and the balance of 2010 was made. Official denials

Igor Volnitchi, the spokesman of the Prime Minister, convened a briefing in response to a disinformation campaign on the social assistance provided by the Government since November 1, 2010. The statement notes that in November started the process of paying social compensations for the cold season for socially vulnerable families, but some destructive forces have launched a campaign to misinform the beneficiaries of this compensation and to mislead the public. Thus, there are distributed leaflets with the Government’s logo, which read that the compensation beneficiaries should pay a tax out of the amount received, otherwise they will be fined. Moldovan Government classifies this information as an ordinary forgery aimed at misleading public opinion and declares the beneficiaries of social compensation should not pay any taxes out of the amounts received as it is an aide for the cold season, which falls under the Government’s social policies.

Considerable European aid

Moldovan Prime Minister countersigned, in the presence of the Head of the European Union Delegation to the Republic of Moldova, Ambassador Dirk Schuebel, five grant agreements with the European Union that amount to 79 million Euros. The money will be allocated as grants for infrastructure projects: business supporting, creating new jobs in rural areas, energy projects implementation, transfer of experience and expertise from the European institutions, providing drinking water supply and sanitation, municipal transport modernization.

Vlad Filat and Dirk Schuebel have also signed “Framework Document for the Comprehensive Institution Building Program for 2011–2013”, within the Eastern Partnership. Moldova is the first country in the Eastern partnership signing such an agreement, which provides for a 41 million Euros contribution, a non-refundable grant, for developing the institutional capacity of Moldova to honour commitments to be undertaken under the future Association Agreement. The document stipulates the development of three groups of institutions, divided according to the key reform areas: public administration reform; strengthening the rule of law, respect for human rights and fundamental freedoms; preparing for a future free trade area with the EU.

EIB Loan

Moldovan Prime Minister and the European Investment Bank’s (EIB) Director for Operations in the Eastern Europe signed two loan agreements worth 150 million Euros for road rehabilitation and wine industry development. The financial terms of the loan provide for a 12 year-period with a grace period of 5 years and a variable interest rate that will not exceed 3 percent.

Care for the flood victims

Prime Minister visited several times the construction sites in Hincesti district, handed title deeds to 72 families that opted for the already existing houses in various localities of the country and participated in the blessing service of the place where the church of Cotul Morii village would be established, a village that was entirely rebuilt after summer floods.

The management of the educational institutions and the students have appreciated the performance of the computers installed, and Vlad Filat said that the equipment installed is part of the donation by the Chinese Government, consisting of 360 computers, 80 printers and multifunction devices, which will allow partial equipment of nearly 70 student dormitories. During the visit, Prime Minister noted that most student dormitories need capital repair, electricity and hot water supply.

Conference on teaching religion in schools

During the reunion, the Metropolitan of Chisinau and all Moldova noted that for the first time after 20 years of Moldova’s independence the need for teaching religion in schools began to be actively discussed within the Moldovan society and although the decision of the current Government on optional teaching of religion since September 1, 2010 was met initially very sceptical by the Metropolitan Church of Moldova, there is a need for a more active involvement of the church in teaching religion lessons and drawing up text books. The Metropolitan appreciated the opening of the Government for a dialogue on improving the teaching process of religion in schools, and the Prime Minister mentioned the importance of the conference, which will enable to highlight the good things and some problems to be removed in order to achieve the proposed goals. According to provided information, the religion is taught currently in 691 educational institutions in the country, the total number of students studying religion is 74,656 persons (about 23.3 percent of the total number of students). The subject is taught by 791 persons, including 516 teachers, the others are clerics.
