Independent monitoring and advice for better policies in Moldova
September 2007 – August 2008

The purpose of this project is to contribute to a transparent, accountable and efficient policy process in Moldova through independent monitoring and advice for policy formulation and implementation. Key policy developments in Moldova will be monitored through the publication of 24 issues of the bi-weekly Governance and Democracy in Moldova electronic journal. Independent assessment and feedback on main policy developments will be provided through regular in-depth political, socio-economic and legislative commentaries. Finally, expert advice and recommendations on priority policy issues will be formulated within four expert round table debates on priority policy issues. The project is funded by the Balkan Trust for Democracy.


Strengthening Cooperation between Political Parties, Electoral Bodies and Voters
April 2007 – December 2008

The aim of the programme is to strengthen the capacities of political parties and electoral bodies to communicate with the voters and respond better to their needs. ADEPT will carry out a series of activities aimed at political party development, improving the communication between political parties and voters, strengthening the capacities of electoral bodies to apply international electoral standards, raising public awareness and increasing citizen participation in political processes in Moldova. Programme envisages study visits and a summer school for political party members, a series of publications on political parties in Moldova and issues for the 2009 parliamentary elections, training seminars for electoral body officers. Likewise, ADEPT will maintain the webpage www.parties.e-democracy.md to reflect the evolution of the political party system in the Republic of Moldova. The project is funded by the United National Democracy Fund (UNDEF).


European Union – Moldova Action Plan – a Document Accessible to the Public (II)
January – December 2007

This project aims to create a wide and open framework for understanding, promoting and debating the implementation of the EU-Moldova Action Plan. Key project objectives are: improving the degree of information of NGOs and the society at large about the Action Plan to facilitate their involvement in public debates on Moldova’s European integration policies; influence the process of implementation of public policies through the analysis and expertise of issues covered in the Action Plan and to make the process more efficient, transparent and oriented towards tasks envisaged in the Plan. Project includes publication of quarterly independent monitoring reports (EUROMONITOR); a series of public policy papers on issues of importance for the process of European integration of Moldova; seminars for decision-makers and civil society representatives, etc. The project is implemented in partnership with the Analytical Centre Expert-Grup with the financial support of the Soros Moldova Foundation.


Educating and Mobilising Voters for Local Elections
February – August 2007

The main aim of the programme is to promote citizen participation in the political processes, educate and mobilise voters for the local elections of 3 June 2007. The programme envisages the design and maintenance of a specialised web page on local elections www.alegeri.md in the Romanian, Russian and English languages; production and distribution of motivational radio and TV spots; printing and distribution of posters on the voting procedure etc. Programme is funded by the National Endowment for Democracy (NED).


Strengthening the Capacity of Electoral Bodies to Conduct Free and Fair Elections
February – June 2007

The aim of the project is to contribute to the conduct of 3 June 2007 local elections according to national legislation and the OSCE and COE standards. Project envisages training of 1500 electoral officials on election organisation and administration and printing of 5000 copies of the Electoral Code. Project is carried out within the Civic Coalition for Free and Fair Elections "Coalition 2007" with the financial support of the Eurasia Moldova Foundation.
