Activity of the Parliament on December 16–31, 2010

Constituting of the 19th Legislature

The Parliament elected on November 28, 2010 held the formation sitting on December 28, formally opening this way the mandate of the 19th Legislature. The formation sitting was chaired by the eldest parliamentarian, Vladimir Voronin, PCRM leader. In the first sitting four parliamentary factions were constituted:

Nomination of parliamentary majority and election of the parliamentary leadership

On December 30, 2010 the factions representing the Liberal Democratic Party of Moldova (PLDM), Democratic Party of Moldova, Liberal Party (PL) announced the signing of the agreement on constitution and functioning of the Alliance for European Integration, establishing this way a new parliamentary majority of 59 MPs. Therefore, the PCRM faction turned into the parliamentary opposition.

The same sitting secretly elected the speaker of the parliament, with PDM chairman Marian Lupu being the only candidate proposed and supported by the parliamentary majority. The PCRM faction boycotted the election of speaker, refusing to vote within the special commission in charge with organising the election of speaker, and did not participate in confirming the elections results. Marian Lupu was elected speaker of Moldovan parliament by 57 MPs (2 members of the parliamentary majority did not attend the sitting), taking over concomitantly the office of the Acting President of Moldova.

Once the parliamentary factions were established, PDM lawmaker Vladimir Plahotniuc was nominated first deputy speaker of the Parliament and PLDM legislator Liliana Palihovici was elected deputy speaker. The office of deputy speaker given to the opposition is so far vacant, as the PCRM faction requested supplementary consultations.

The website of the Parliament does not provide updated information

Although the elections took place on November 28, 2010 and Marian Lupu was elected Speaker of the Parliament yet on December 30, 2010, the website www.parlament.md still contained information, pictures and speeches by the speaker of the 18th Legislature, Mr. Mihai Ghimpu on January 3, 2011, and it was not updated with information about members and structure of the newly-elected Parliament. Like previously, it is hard to find draft laws recorded in the Parliament, records of plenary sittings and other information, which should be published in accordance with the Regulation of the Parliament, the law on transparency of the decision-making process and concept on cooperation between Parliament and civil society.
