Raising voter awareness through information for the 2010 Elections of Gagauzia Governor

The project aimed at contributing to free and fair elections of the Governor of the Gagauz Autonomous Unit through a range of voter education, information and monitoring activities; as well as by increasing transparency and correctness of legal procedures.

Project objectives:

  • To contribute to the improvement of regional electoral process and electoral legislation;
  • To provide educational materials to assist voters in exercising their civic responsibility to vote;
  • To provide accurate and balanced information on the regional elections and update the ADEPT database on elections results of all type elections held in Moldova since 1994.

Activities and results:

  • The Study on compliance of Gagauz electoral legislation with the Electoral Code of RM and the international recommendations on electoral procedures and regulations;
  • Educational and informational materials (technical TV clip on the voting procedure, daily "Informative Bulletin", "Voting Step by Step" poster);
  • The updated database on election results of the Gagauz Governor’s elections 2010 on www.alegeri.md website (I and II tour).


Raising voter awareness through information for the 2010 presidential and parliamentary elections in Moldova

The project is aimed to contribute to free and fair elections in Moldova by increasing the Moldovan citizens’ awareness of electoral processes through unbiased and comprehensive election-related information.

The following project objectives ought to be accomplished:

  • To provide accurate and balanced information about electoral process that would enable citizens to make an informed choice during elections;
  • To increase the access of citizens to balanced and pertinent analysis on electoral issues;
  • To provide educational activities to assist voters in exercising their civic responsibility to vote;
  • To observe the pre- and electoral campaign period of the 2010 parliamentary/presidential elections in Moldova;
  • To make transparent the voting and counting procedures on Election Day and report frauds.


Promoting Good Governance through monitoring
September 2010 – September 2011

The purpose of the project is to promote good governance in Moldova through independent monitoring and evaluation and by raising public understanding of the policymaking process.

Specific objectives:

  • To monitor and analyze the key policy developments in Moldova through the bi-weekly Governance and Democracy in Moldova electronic journal;
  • To provide independent assessment and feedback on key policy developments;
  • To raise the public awareness about policymaking process;


Know your candidate!: monitoring party switching within the campaign "For a Clean Parliament 2010"

The goal of the project is to prevent the election of political candidates compromised in political party switching in the Moldovan Parliament in the parliamentary elections on November 2010 based on the evaluation of the lists of candidates on the previous parliamentary elections.

Project objectives:

  • Create a database of candidates running for parliamentary elections during the 1994–2009 period
  • Identify the candidates for Parliament compromise in political party switching.

Activities and results:

  • A database of candidates running for parliamentary elections during the 1994–2009 period (about 8000 records);
  • A programmatic module for analyzing the party switching of parliamentary candidates during the pervious and future elections
  • List of candidates for Parliament for early parliamentary elections of November 2010, compromised in party switching.


Referendum 2010: A transparent electoral exercise for citizens
August – September 2010

The purpose of the project is to contribute to fair and transparent conduct of the Republican Constitutional Referendum of September 5, 2010 by monitoring the electoral process and by informing voters about electoral process.

Project objectives:

  • to provide accurate and balanced information on the Republican Constitutional Referendum of September 5, 2010, that would enable voters to make an informed choice;
  • to monitor extensively the electoral process of the Constitutional Referendum of September 5, 2010;
  • to increase the voters’ access to pertinent analysis on election-related issues.

Within the project, a website dedicated to the Republican Constitutional Referendum of September 5, 2010 was developed and maintained, and election-related informative bulletins were prepared and posted on the website.


Promoting compliance with international standards and OSCE commitments for democratic elections
March – July 2010
Funded by: OSCE Mission to the Republic of Moldova

The aim of the project is to contribute to the improvement of electoral legislation of the Republic of Moldova for free and fair organization and conduct of electoral process.

The following project objectives ought to be accomplished:

  • Ensure the plenary consideration of the proposals and objections formulated by international experts (Venice Commission and OSCE/ODIHR) concerning the procedures and electoral legislation of the Republic of Moldova.
  • Promoting qualified public debates concerning the drafts law on amending Electoral Code and improving participation in the process of the main interested actors.
  • Profound analysis of the problematic aspects of the procedures and electoral legislation of Moldova as, for example, the voting abroad, the identification of the international best practices for the main problematic issues, elaboration of recommendations for overcoming the existing electoral problems in Moldova.

Within the project, ADEPT developed 2 studies: "Recommendations of international institutions regarding the electoral legislation and procedures in the Republic of Moldova" and "Voting from abroad: international practices and recommendations for the Republic of Moldova". The studies’ findings were presented and discussed in 2 round tables with participation of Parliament, Central Electoral Commission, OSCE/ODIHR and Venice Commission and international institutions’ representatives, political parties, NGOs, mass media and other concerned parties.


Empowerment of Decision-Making Transparency in Moldova
February 2010 – March 2011
Funded by: East Europe Foundation

Project aimed to contribute to good governance by enhancing e-governance capacities of the public authorities to make decisions in a transparent manner and by attracting interested public to participate in the drafting of administrative decisions with potential impact on them

Project objectives:

  • Putting pressure on the public authorities to observe the legal provisions on decision making transparency.
  • Making the general public aware of the degree to which the public authorities are transparent in the decision-making process.
  • Participation in the process of the public authorities making decisions in important fields

Activities and results:

  • An electronic record-keeping database of the activity of central public authorities regarding the implementation and enforcement of transparency in decision making, based on daily monitoring of web pages of 24 ministries and central administrative authorities;
  • 3 quarterly monitoring reports on decisional transparency of central administrative authorities produced and discussed with representatives of the monitored public authorities;
  • 10 press releases on draft decisions of certain importance to particular stakeholders were issued and disseminated;
  • 4 expertise reports on decisions of high importance produced and send to central administrative authorities

Project aims to contribute to good governance by enhancing e-governance capacities of the public authorities to make decisions in a transparent manner and by attracting interested public to participate in the drafting of administrative decisions with potential impact on them.

The following activities should be carried out:

  • Developing an electronic record-keeping database of the activity of central public authorities regarding the implementation and enforcement of transparency in decision making;
  • Daily monitoring of web pages of 25 ministries and central administrative authorities on decisional transparency and inserting the monitoring results into electronic database;
  • Produce quarterly monitoring reports on decisional transparency of central administrative authorities;
  • Drawing attention of the concerned parties to draft decisions with impact through dissemination of press releases;
  • Providing expertise on draft decisions with major social impact and initiating public debates on the respective draft decisions.


Leaders for National Consensus 2009/2010
October 2009 – September 2010
Funded by: Soros Foundation – Moldova and co-funded by Black Sea Trust

The goal of this project is to contribute to the political modernisation of Moldova and to the restoring of consensual culture in the society by training and empowering a new generation of political and civil society leaders.

Project objectives:

  • Train 40 young leaders of political party youth branches, NGOs and media on leadership, party building, elections, consensual politics, conflict resolution, communication etc.
  • Familiarize young leaders with leadership paths and challenges through lectures by outstanding Moldovan and foreign politicians, officials and other practitioners.
  • Develop the debate culture and improve understanding by young leaders of developments in Moldova and abroad through weekly facilitated discussions regarding current affairs and study visits abroad (Romania and Ukraine).

Activities and results:

  • The 9th edition of the Leadership School "Leaders for National Consensus"
  • Two study visits to neighboring countries (Romania and Ukraine)
  • One-week Summer school ("Mock election campaign) organized.


EU-Moldova Action Plan: Document Accessible to the Public (III)
(implemented in partnership with Expert-Grup NGO)
January 2009 – December 2010
Funded by: Soros Foundation – Moldova

The project goal was to strengthen the framework of public debates on European integration policy of Moldova, built within previous similar projects implemented by ADEPT and Expert-Grup, and help improving governmental policies associated with the European integration process of Moldova.

Project objectives:

  • Monitoring evolutions in the EU-Moldova relations and conducting relevant analyses;
  • Enhancing awareness and improving knowledge about major political developments in the Moldova-EU dialogue;
  • Providing information assistance and advisory upon request to the Ministry of Foreign Affairs and European Integration during the negotiation of a new agreement between Moldova and European Union.

Results:

  • Quarterly independent monitoring reports on the evolution of EU-Moldova relations (EUROMONITOR);
  • Analytical and synthesis review "Governance and Democracy: European perspectives";
  • Independent commentaries on the present situation and implementation of reforms in key fields established by the Moldova-EU Action Plan and the 2009 Agenda for European Integration.
