Electoral program of the candidate for General Mayor of Chisinau Vladimir Garaba

Key objectives:

  1. Growth of welfare and improvement of life conditions for residents of municipality;
  2. Struggle against corruption in municipality;
  3. Insurance of a sustained development of the city and suburbs;
  4. Rise of financial allocations from the state budget for needs of city residents.

Priority actions:

1. Finalisation of the General City Plan, its discussion with residents of the municipality, adoption of the plan at a municipal referendum. The document focuses on three priorities:

2. Elimination of bureaucratic barriers and simplification of authorisation awarding procedures, granting of land fields for construction only on basis of auctions, inclusion of civil society representatives in competent eligible commissions, participation of the public in elaboration of draft decisions. Increase of salaries of public functionaries, reduction of number of workers, mandatory declaration of their estate.

Insurance of a transparent creation and use of the municipal budget and strict control on expenditures, presentation of information and public quarterly reports by services and subdivisions of the Chisinau City Hall regarding the efficiency of use of allocated money.

3. Creation of the 6th agricultural sector of municipality, with an independent administration (praetor’s office), which would coordinate the problems related to social-economic development of suburbs. Drafting, adoption and implementation of a plan on rebuilding of infrastructure in these settlements (complete reconstruction of roads, water and sewerage networks, lighting of streets, full gasification of households, others), stimulation of growing and collection of ecological agricultural products for sale in the city.

4. Allocation of money for a programme on construction of social residences for youths and families in need. Granting of financial guarantees from city hall and creation of conditions in order to help them obtain preferential credits for housing building, with a 20–25-year reimbursement period.

5. Implementation of a number of urgent measures aimed to improve the situation inside residential quarters in the city: arrangement of roads, courtyards, sport fields and playgrounds for children, sites for solid waste, lighting, settlement of the problem of homeless dogs, others. Multilateral support for creation and activity of associations of lodgers and condominium, transfer of fields adjacent to residential blocks and non-residential buildings under their management.

6. Public discussion of new tariffs for public services (water, sewerage, heating), their gradual adjustment to real costs in parallel with improvement of their quality. Payment of normative compensations to poor families for public services. Redemption of money spent by consumers to buy water and heating meters, installation of new measurement devices on account of service providers.

7. Approval of a local environment protection plan. Allocation of funds from the main budget and collection of sources from international financiers for projection and opening of a solid waste sorting plant, reconstruction of the biological cleaning station, collection, storage and processing of toxic waste (used luminescent tubes, galvanic waste, used tires, others), creation of sites for separate collection and recycling of building waste, promotion of sorting of household waste near residential blocks or in special places. Installation of recycle bins in the entire municipality. Identification of unused fields in municipality and their distribution for use, lease, property at the request of individuals or businesses.

8. Untouched maintenance of existing green areas, prohibition of any complete constructions in parks. Allocation of new fields to enlarge the green areas. Creation of greenhouses for growing of seeding material for the city. Elaboration and adoption of a law on destruction of unauthorised constructions. Increase of budget allocations for activity of the Green Area Management Association, creation of an extra-budgetary fund for collection of money raised from fines for cuttings, financing, and their strict use in line with destination.

9. Decline of environment pollution through a reasonable traffic of transports in streets of the city, gradual reduction of the number of itineraries and minibuses, particularly in central streets, their replacement within 2–3 years, except for suburban itineraries, with new trolleys and buses. Allocation of means needed to purchase public transport, stimulation of private trolley lines and bus itineraries. Construction of a belt highway around the city, projection and arrangement of tracks for cyclists in all districts of the city.

Stimulation of construction of underground parking sites and lots with several stores, car washing rooms, in line with approved schemes. Permanent relief of transport or on holidays in some central streets and districts of the city and their transformation into areas for pedestrians. Issuing of authorisations for construction of residential blocks, administrative, commercial, etc. buildings only with the condition to include car parking sites in projects.

10. Creation of entertainment areas in parks of Chisinau, encouragement of private investments for pond cleaning works, arrangement of places for active rest, development of ecological tourism.
