Electoral program of independent candidate Silvia Kirillov

I, Silvia Kirillov, independent candidate for the position of Member of Parliament of the Republic of Moldova, was born in 1966, in the village of Bulboci, district of Soroca, in the family of a priest, of Moldovan intellectuals. I live in Chisinau, am married, with two children. I am not member of any political party. I have higher education, am priestess, President of the Charity Orthodox Center of the Republic of Moldova (OCCM). I am also chief accountant of “Broker Vam” SRL, citizen of the Republic of Moldova. In my position of independent candidate, I set forth and support the following electoral platform:

I support the spiritual redefining of our nation (through the revival of the millennial traditions), of our Christian Orthodox identity, which is not only my primary task, but of all my fellow citizens. In this regard, I will ceaselessly plead for the introduction of mandatory religious education, for all children, into the school curriculum.

I would like to explain myself more specifically, hoping for your understanding. What is this all about? First, I would like to tell you how I understand the role of mandatory religion courses in schools. At the present time, our society goes through an unprecedented moral and spiritual crisis. We have hundreds of thousands of conationals who have left their homes to find jobs abroad.

The children are left without any supervision or in the care of the relatives and friends of those left. These children, without benefiting from primary and religious education, under the direct supervision of their parents and teachers, left alone, become vulnerable victims of vices in various forms — crimes, drug and alcohol consumption, prostitution etc.

The existence of mandatory religion courses in the school curriculum, from the first grade, establishes a civilized moral environment for the formation of the child’s personality, of his/her future adult life. Religious education in the school will have positive effects in the long term. This type of education, which is fundamental for a human being, will generate, in my opinion, the following effects:

Within constitutional limits, and also based on possible amendments to the Constitution, I will unconditionally plead against the demonizing of the social individual by cataloguing him using personal identification numbers with apocalyptic significance. I intend to develop a new concept of civil legalizing that would come in accordance with our Christian orthodox tradition, but will also take into account the laic needs of the administrative and social organization in our country.

In this sense, and I shall not explain you too much about the diabolic significance of these personal codes introduced in an abusive way in our identity documents, I intend to fight by all legal means for the safeguarding of the right to freedom of our consciousness, human dignity and civil rights. I will protest against the identificator, promoting the elimination of such codes, because there are much simpler solutions for our legalization. I will bring your attention to the fact that the mentioned identificators are not just numbers of documentary forms. We are a majority Christian orthodox country, with millennial traditions, and the introduction of such identification codes defies our national Christian being, for which our ancestors, the great rulers, had fought and protected these lands and the ancestral church, challenging any sacrifice. Let me invoke the illustrious figure of the incomparable Stefan the Great. I think I have a moral duty, an honorable one, as well as a fundamental obligation, as a Christian, not to spare any effort for the elimination of these codes that blasphemy our spiritual essence. I believe that the named way of identification violates our civil and religious rights, because these numbers replace our names given when we were baptized. Besides, the Nuremberg World Tribunal has qualified the application of identification numbers as a crime against humanity.

I will promote an active social policy that presumes an increase in the living standards of the population, attendance for the citizen and families, considering it a primary task of the state, by initiating a draft law, which would drastically sanction domestic violence, protect de jure the personality within the family, and create new family counseling institutions.

In view of ensuring a normal life for old people, for disabled people left without tutorship, I will come up with the initiative of opening new asylums to function under the state tutorship and based on other financial and material resources.

I will support the reformation of the medical insurance system based on free market principles. The money transferred by enterprises and citizens will be spent according to the patient’s choice. I will contribute to the acceleration of opening of private medical institutions. The family doctor, as well as any other medical institution, will be chosen freely.

The state will be obliged to provide free medical assistance including distribution of medications to the socially vulnerable categories of population.

The protection of the rights of the mother and the child will bear a primary character for the state. In this sense, I will plead for the liquidation of the principle of illegality and discrimination from the Law on the Child Protection and other laws for the protection of the mother and child, including the Law of Annual Budget, where the children are divided into “insured” and “uninsured”, with allocation of different amounts of money, thus violating the children’s equal rights.

On the internal level, I plead for the modernization of the state institutions, of the economy and social policy, which will constitute the major objective for the present and future, in order to raise the people’s prosperity.

I will plead for the depolitization (de facto) of legal bodies, instauration of the supremacy of law, independence of justice, election of judges by the whole community.

I will plead for the downsizing to the minimum of ministries, departments and control bodies, and I will simplify their functioning.

I will plead for the consolidation of democracy and of the state governed by the rule of law, for the harmonization of national legislation, security and border protection according to the communitarian norms.

I will promote a strong policy for the exclusion of obstacles for the free circulation of citizens to European countries. I will plead for the development of new mechanisms for the protection of the rights of our fellow citizens working abroad.

I will contribute to the initiation and promotion of new reforms for the development of private initiative and entrepreneurship, tax cuts and reduction of bureaucracy in the economy.

I will plead for the simplification of the fiscal system, for the establishing of a single tax for all small businesses, and for tax cuts for the big ones. In collaboration with other MPs, I will plead for a decrease in the income tax. The social tax will have to reach the level of a single tax, proportional with the objective needs dictated by the present economic realities. I will support free and loyal competition as an efficient development instrument.

I will support the application of new forms of protection of domestic producers, import-export transactions, attraction of foreign investments, simplification of control procedures for economic agents, transparency in the activities of state institutions.

I consider it impelling to mobilize all my forces in order to develop a National Program, through which we will create attractive conditions for our co-nationals working abroad to return home.

I will plead for the creation of new jobs by giving priorities to the small business.

I will dedicate myself to increasing pensions for citizens who have worked in the state agrarian sector, in the educational and community healthcare system in the rural area.

I will involve actively in the redirection of the budget revenues in the social area, including for raising pensions and salaries. The increase in the average wage in the budget area will be based on the amount of the minimum consumer basket. In the next 4 years, I will plead for the raise of pensions to reach the amount of the minimum consumer basket.

All this will occur if the newly elected Parliament, together with other resources for the increase of deposits for such social problems, will urgently reduce the multiple unreasonable state expenses: downsize the number of officers, considerably decrease the number of expensive and useless trips abroad on public money, suspend the organization of various summits with inefficient results for the country, suspend the availability of expensive and luxurious cars for dignitaries, the provision of apartments and houses thereto at the public expense, and the secrete increase in their wages and pensions.

I will pronounce myself for an integral people of a Sovereign Moldova, regardless of its ethnical makeup: Moldovans, Romanians, Ukrainians, Russians, Gagauz, Bulgarians, Gypsies, or Jewish, regardless of their religion and political vision. Let us not forget the past, let us live the present, let us build the future!
