Pre-electoral programme of candidate to the post of Bashkan of Gagauzia Gheorghe Tabunscic

Dear fellow citizens!

I have accepted to stand as an independent candidate to the post of Bashkan of Gagauzia in reply to lots of requests from citizens of the autonomy, retirees, members of the People’s Assembly, heads and councillors of local electoral bodies, producers and entrepreneurs.

By making such a serious step, I am deeply aware of the high responsibility that I am assuming. But the confidence for this right decision is based on two basic circumstances: First: Your strong interest in further improvement of socio-economic and public-political situation of the region, your readiness to use all your forces, knowledge, experience in order to accomplish this goal. Second: the real possibility to continue actively and enhance the positive trends of development of Gagauzia, which have been observed in the past four years. This is my companion at elections. I am relying on your support, dear fellow countrymen, I am strongly sure: together we will resolve all difficulties and problems! Together we will continue the rebirth of our region!

Good bases have been built in the past four years for the further socio-economic and cultural development of the autonomy, regardless of all known difficulties. It truly was the time of creation, the time of general economic recovery and political stability. In comparison with 2000–2002, the average industrial production rose 2.5-fold a month in the past four years, exports grew 1.8-fold, budget of the autonomy — 1.8-fold, investments 2-fold, average investments in social sector 4.3-fold, medium monthly salary on economy 2.3-fold, medium pension 2.7-fold, and others. Eight modern enterprises have been created and five existing companies have been modernised after 2002. Hundreds of new jobs have appeared. The programme on development of agriculture of the autonomy till 2015, based on further land consolidation, creation of competitive agricultural producers, was approved and it is successfully implemented. Eight technical machine stations have opened. More than 1,550 hectares of vineyards and at least 280 hectares of orchards have been planted. Gasification of villages of the region was completed, works aimed at supplying population with drinkable water have actively continued. The social sector of the autonomy — healthcare, education, culture — has been recovered and developed faster due to larger funds from the central and regional budgets.

Of course, we did not achieve everything we have planned four years ago — life is life. But one thing is important — accomplishment is appreciated on basis of merit (a high mark for everything was done in Gagauzia until now was also given at last summer First World Congress of the Gagauz), taking all our achievements as a real premise, a bridgehead for further progress.

I consider that ruling structures of the region, staffs, society must focus their forces on three priority directions, in order to achieve this progress:

These strategic priorities cruelly dictated by time and life require new, rather unordinary decisions and systemic actions aimed at their implementation. I have the courage to affirm that we have such decisions. I am sure that we have the knowledge, experience and political willingness to implement these decisions.

There is no populism, petty promises in my pre-electoral programme. It includes only what is needed and can be achieved to resolve our problems, what is minutely calculated and controlled under our real conditions and for a general progress.

Advance and modernisation of economic complex

This direction remains a priority for me like in the past four years. A stable economic growth is a condition and financial ensuring of the autonomy and its progressive development and, of course, better lives for people.

The role of the regional industrial complex will grow in formation and annual growth of Gagauzia’s budget. Its exceeded rise paces must ensure the reorganisation of the region from agrarian-industrial into industrial-agrarian. The intended gradual implementation of this strategic direction is expected to contribute to accomplishment of our programmes on creation and development of a modern industry. The final goal of the programme is the broad use and making of competitive industrial production with clear export prospects. A serious stake is made on a more active attraction of foreign and domestic investments, further extension of possibilities and advantages of the free economic zone Vulcanesti, systemic stimulation of medium and small business, as well as its protection against pressing and extortions.

Modern large enterprises will be created in continuation in agriculture of the autonomy to be more receptive to advanced technologies and progressive labour organisation methods. The basic lever here is stimulation of voluntary land consolidation, assistance to all farms regardless of the form of organisation. We invest big hopes in an accelerated process of modernisation of the agricultural complex of the autonomy. We have plans to create technological machine stations in most villages the next four years on basis of large agricultural enterprises. We also intend to implement programmes on accelerated development of traditional basic branches of Gagauzia’s agriculture such as viticulture and fruit growing. We have plans to plant 2,500–3,000 hectares of vineyards and 2,000–2,500 hectares of peach and plum orchards. Much work is to be done on gradual transfer of multiyear plantations to dripping irrigation. A complex of measures is planned for introduction of modern, comfortable systems of sale of agricultural production for farmers. The main measures include a stimulated creation of state and commercial structures capable to consolidate the making, processing and sale of agri-industrial production. The processing and sale of grains grown by farms in the region will be concentrated at the base of the Ciadir-Lunga bakery. A large vegetal oil plant will be built in 2007–2008. The dairy processing industry will be restored and modernised and milk collection facilities will be created in every village.

Improvement of quality of life of population

As Governor of Gagauzia, I strongly intend to continue the improvement of social protection and guarantees for population of the autonomy, a course strengthened in the past four years. Following will be the priorities of our social policy, which meets the needs of time and the hopes of people:

Strengthening and development of state status of the autonomy

I will do my best to help Gagauzia, as part of the Republic of Moldova, continue influencing constructively the drafting and implementation of interior and foreign policies of the state.

Work on drafting the law “on special legal status of Gagauzia (Gagauz Yeri)”, the status of special organic law and adoption of the law on division of competences between the centre and the autonomy by Moldovan Parliament will be intensified.

The priority of developing the language and culture of the Gagauz will be followed in continuation by respecting the interests and rights of representatives of other nationalities and ethnic groups who reside the autonomy.

We opt for the strengthening of statehood and sovereignty of the Republic of Moldova, gradual rise of its role and authority on international arena, extension and deepening of its equal-rights, mutually advantageous relations with other states. Wholly supporting the state’s European integration course, we are also strongly sure over the vital necessity of developing and strengthening the century-old friendship of Moldova with great Russia, other CIS members, including at interregional level.

We strongly support a peaceful reintegration of the country by guaranteeing all democratic norms, rights and freedoms of the Transnistrian population.

What makes the union between us, residents of Gagauzia? The desire to live in peace and understanding unites us. The desire to work peacefully, bring up children and look after elderly. The desire to see our region wealthy and flourishing. The desire to preserve and develop our traditional spiritual values. I see my mission, my task in achieving all these actions and I am ready to assume a full moral and political responsibility for this purpose.
