Main objectives of the electoral program of the “For Order and Justice” Social-political Movement

1. What does the people want in the social political life?
Stability, social agreement, concurrent activity in all branches of power, clear delimitation of powers of government structures at state, county, municipality and mayoralty levels.
What shall the Social-political movement “For Order and Justice” do if we win the elections?
- We will establish clear-cut powers for the President, Parliament and Government to avoid interference and overlaps in their functions. We shall operate, as a matter of emergency, changes to the current laws to regulate the competence and rights of all branches of power at the county, district and mayoralty levels to strictly delineate their rights and obligations.
2. What do people want in the field of human rights defense, including the right to life, when fighting the corruption and the organized crime?
Uncompromised restoration of order in the country, merciless fight by all bodies of justice against corruption, delinquency, contraband and organized crime.
What shall the Social-political movement “For Order and Justice” do if we win the elections?
- Based on the developed economic program, we shall urgently implement a series of legislative measures to ensure more favorable conditions for the development of a fair and civilized business and intended to determine the economic insolvency of illicit entrepreneurship activity.
- We shall urgently make changes to the Criminal Code to harden the penalties for offences committed against citizens’ lives, health and property.
- We shall immediately propose to Parliament for approval a set of measures to ensure discovery of all crime and irreversibility of penalties for any attempt against the citizens’ legitimate rights and interests?
- We shall immediately propose to Parliament the Law on the fight against the corruption and protectionism, to provide for an obligatory and periodical reporting by the state officials and submission of their income statements. We shall introduce the mechanism of dismissal of individuals whose activity has been deemed inappropriate.
- Shall conduct an absolute control over the legitimacy of the construction and purchase of valuable assets and subject the owners to special taxes if they are found not to hold corresponding legal papers.
- We shall make order in the trade with oil, tobacco and alcoholic goods and conduct a firm fight against contraband and bribery in the customs and judicial bodies.
- We shall speed up the promotion of the reform of judicial bodies, ensure the legal protection of and an adequate compensation for judges, prosecutors, investigators, operative workers.
- We shall establish a special body to control the respect of legislation while considering citizens’ complaints submitted to state departments
3. What do old people, invalids and pensioners want?
They want guaranteed pensions, quite old age and respect for their achievements.
What shall the Social-political movement “For Order and Justice” do if we win the elections?
- We shall index immediately all pensions and allowances in accord with the minimum consumption basket value.
- We shall index all financial deposits “frozen” between 1990 and 1992.
- We shall ensure, based on these indexations, payment for all debts of old people, invalids and pensioners for communal services, electricity and taxes.
- For this purpose, we shall obtain financial resources on the account of introducing order in the trade with oil, alcoholic and tobacco goods.
4. What do socially vulnerable groups of population want?
They want social protection, a minimum income to ensure them a life in dignity and protect them against poverty.
What shall the Social-political Movement “For Order and Justice” do if we win in the elections?
- We shall organize public works on the state account to round up the minimum consumption basket of people with low income enrolled in these activities.
- We shall use the loans granted by international financial organizations to cover the cost of utilities, upgrade the water supply, sewerage, heating and power supply systems.
5. What do the young people want?
They want to benefit of studies of XXI century standards, to have guaranteed and interesting jobs, to rest and spend their spare time in a comfortable and rational manner.
What shall the Social-political Movement “For Order and Justice” do if we win in the elections?
- We shall ensure a stable and guaranteed number of scholarships for higher education studies for the youth who have reduced financial possibilities.
- We shall encourage in all ways the inclusion of the young people in the scientific activities, increase the stipends for aspirants, offer the opportunity for training and internship at foreign universities.
- We shall ensure all categories of youth the opportunity to study and receive specialized training, including by establishing new industrial colleges.
- We shall ensure every student with the opportunity to study a foreign language and the Romanian and Russian languages.
- We shall adopt and implement the Program in Support of Young Families, grant advantageous loans to families to build houses and decorate them.
- we shall encourage entrepreneurs to create new jobs for young people.
6. What do the people want in terms of their incomes and salaries?
They want to receive salaries and allowances to ensure them a life in dignity and to work in jobs suitable for their training and qualification.
What shall the Social-political Movement “For Order and Justice” do if we win in the elections?
- We shall urgently increase the number of jobs on the account of the economic recovery to be achieved by putting into function the entire industrial and agricultural existing potential. We shall make strict order with regard to the utilization of loans granted by international financial organizations and see that the investment are placed in the real sector of economy, the salaries are raised and the payment capacity of all categories of population is increased. These measures will lead to a revitalization of the internal market.
7. What do our entrepreneurs want?
Taxes to allow a civilized and transparent business activity. State protection against illicit taxes, public officer abuses, racketeering, priority for local products in the domestic market, stability of laws and corresponding normative acts.
What shall the Social-political Movement “For Order and Justice” do if we win in the elections?
- We shall develop and put into practice a series of measures to guarantee taxes below 20% of net profits for small and medium-sized businesses.
- We shall establish strict rules for the “economic game” but not change its essential parameters, including the maximum level of basic taxes for a 5–7 year period.
- In order to encourage new jobs, we shall establish the quota of taxes on sales depending on the number of jobs at the given business. This will determine a 15–20% increase in the flows to the state budget.
- We shall introduce progressive taxation. Those who will pay taxes in due time or beforehand will enjoy facilities whereas those who pay them late will be subject to penalties.
- We shall promote the entrepreneurship activities and investments.
8. What do our farmers, peasants and agricultural workers want?
They do not want to lose their ownership over the agricultural machines. They want state guarantee for the sale of the agricultural production, at just prices and predictability of the agricultural market demands.
What shall the Social-political Movement “For Order and Justice” do if we win in the elections?
- We shall introduce strict order in the method of financing the agricultural-industrial sector and ensure priority implementation of projects aiming to give every farmer agricultural machinery, seeds and elite breed livestock.
- We shall encourage creation of agricultural associations to include processing enterprises and speed up the establishment of the infrastructure for the supply and trade of agricultural production.
- We shall encourage the creation of mutual loan associations to support programs of rural funding and land cadaster. We shall set up a mortgage bank.
- We shall take measures to create the networks of extension centers and machinery rings as well as veterinary services for all types of agricultural enterprises.
- We shall create an efficient indigenous system of agricultural-industrial marketing for the agricultural production on local and foreign markets and a computerized information network under the County Agricultural Chambers.
- We shall implement the system of contracting the agricultural production with a view to its guaranteed sale, at just prices, for farmers and peasants.
9. What do the representatives of national minorities in Moldova?
They want to feel citizens of the Republic of Moldova, enjoy equal rights as the indigenous ethnic group with regard to study opportunities, just representation in the power bodies, development opportunities for their languages and cultures.
What shall the Social-political Movement “For Order and Justice” do if we win in the elections?
- We shall advocate the urgent adoption of the Law on national minorities, in accordance with the European Community demands.
- We shall institute actual equality for representatives of all minorities in the country.
- We shall strive for proportional representation in the state bodies of all nationalities living in the country.
- We shall guarantee a proportional number of jobs in state institutions of education of all types for national minorities.
- We shall guarantee the development and preservation of all national cultures, of rites and traditions of all peoples living in the country.
