The Agrarian Democratic Party of Moldova proposes you the most realistic, efficient, easy to implement and the most concise electoral and government program made up of only five up-to-point clauses:

1. Strengthening the statehood of the Republic of Moldova

• We will solve once and for all, during one year, the Transnistrian problem, guided by the principle of territorial integrity of the Republic of Moldova;
• We will create a Government of conciliation fairly representing Gagauz Yeri and Transnistria;
• We will annul the laws on the territorial-administrative organization of the Republic of Moldova and the system of local public administration, which in a short period of time have prejudiced morally and materially the population, particularly the rural one;
• We will fight corruption, delinquency and shadow economy by restoring the rule-of-law and the legal order;
• We will insist that all controversial issues of major state and local importance be solved solely by republican and local referendums;
• We will change the Electoral Code and offer the voters the opportunity to elect well-known personalities within uninominal constituencies to Parliament.

2. Solutions to the current economic crisis

a) In agriculture

• Annulment of taxation in agriculture, except for the tax on one degree/hectare to the social insurance budget;
• Provision of agricultural machines by leasing in exchange for agricultural production;
• Exemption from VAT and excises the petrol and diesel oil imported for agricultural purposes;
• Creation of an agricultural bank to offer farmers long-term credits at a 5–7% interest rate;
• Protection of the domestic market buy increasing the customs duties and establishing export and import quotas;
• Institution of the state monopoly on the production, trading, export and import of alcoholic drinks and tobacco products;
• Creation of associations of machine services in agriculture;
• Creation of state structures to organize the purchase and trade of agricultural production;
• Drafting and adoption of the Law on the protection of the local producer.

b) In other branches of the national economy

• We shall develop and implement a complex, two-year program to recover the industry, constructions, transports and power sectors.

3. Foreign relations

• We shall promote the politics of friendship ands cooperation with all states of the world. However, priority shall be given to neighbor counties and the CIS member states;
• We shall renounce to credits offered by international financial organizations and shall crate adequate conditions to attract foreign investments.

4. Improvement the system of citizens’ social protection

• We shall annul the anti-people Law on raising the pension age;
• We shall strive, by legislation and the recovery of the national economy, for wages and pensions to be raised above the value of the minimum consumption basket;
• We shall annul the real estate tax imposed on the rural population for auxiliary constructions in their individual households and built with their own resources;
• We shall bring down to half the current cost of utilities and by 0.25 MDL the price on natural gas.

5. Spiritual, intellectual, cultural and physical rebirth of the society

• We shall further on contribute to the reconstruction, recovery and restoration of religious edifices, and promote the unity of the Moldovan Orthodox Church;
• We shall amend the Law on Education and provide for free education for children from families whose monthly income per one member is below the value of the minimum consumption basket;
• We shall take urgent measures to finish the construction of school and kindergarten buildings with funds from the state budget;
• We shall grant the researches of the Academy of Sciences and higher education institutions our full support in the development of applied sciences;
• We shall create favorable conditions to resume the plenary activity of cultural institutions in villages;
• We shall ensure a legislative basis for free medical assistance and treatment for families whose monthly income is below the value of the minimum consumption basket;
• We shall include in the budget and allot the funds necessary for the development of sports as a subject of study in schools and occupation in villages.
