Electoral program of independent candidate Dumitru Solomon

As a deputy in the Parliament of the Republic of Moldova I will contribute to the resolution of the following economic and political problems:

1. Consolidation and development of the Republic of Moldova as an independent state. Integration into the European economic union, fostering economic ties with all the countries, both from the East and West.

2. Strengthening legislative, executive and judiciary branches of power by introducing personal responsibility for each individual. Not collective responsibility but rather an individual one for the scored results.

For legislative branch — modifying Constitution of the Republic of Moldova in view of electing deputies in Parliament in constituencies so as to ensure their accountability to voters, rather than on party lists without personal responsibility.

For executive branch — except for the Ministers appointed by the Parliament, all the other ministerial employees are to be hired based on a contest for a time period of 5 years and should be responsible for the department they are in charge.

For judiciary branch — appointing or electing to positions on alternative basis, personal responsibility for the elected ones.

3. Modifying the Constitution of the Republic of Moldova for the president to be elected by and be accountable to all the people. Enlarging president’s mandate so as to enable him to take the decisions necessary for the economic development of the country and for the wellbeing of the citizens who elected him. President of the country should be accountable for the economic situation to all the people who elected him rather than to Parliament.

4. Ensuring that both Parliament and Presidency defend economic, legal, socio-economic interests of the citizens who elected them, as well as their rights and dignity. Citizens of the country should be permanently in the attention of the Parliament and Presidency, not only on the eve of elections.

5. National economic development at the micro and macro level. Supporting small business and increasing state role in adjudicating economic problems at all the levels. Privatizing non-profitable branches and encouraging foreign investments for the revival of machine building, light, food industries, as well as improving transport and communications.

6. Establishing favorable legal and economic environment for the agriculture development. State long term investments (credits) through various micro-projects adjusted to the landowners needs (purchasing machinery and equipment, fertilizers), reimbursing the credits by selling agricultural products to the state at a fixed price.

7. State support to the educational system, starting with pre-school institutions and ending with universities. Securing funding for the employees in education, workplaces for graduating students, at least for those on state scholarship.

8. State support for youth, amateur sport, culture and education development. Ensuring that individual prevails over state economic interests.

9. Developing and strengthening financial, banking and monetary systems of the Republic of Moldova. Encouraging foreign investments for the sustainable economic development of the country. Using loans from international financial funds for the long term economy development, rather than for current economic problems. Strengthening national currency.

10. Developing science, funding priority areas of science which might have a significant immediate impact on the economy. Supporting science workers by providing an adequate salary and a decent living.

11. Social security system for the citizens of the country. Developing pre-school, secondary and high education. Securing workplaces, fighting unemployment, professional re-training. Developing infrastructure. Ensuring pensions, medical assistance, help and care to those in need.
