Two more parties handed in the registration documents

Two political parties, the Centrist Union of Moldova and the Social-Political Movement “Actiunea Europeana” (European Action) handed in the necessary registration documents at CEC. The lots drew the ballot paper registration order of the two political organizations, if they are registered as electoral competitors: UCM will have the 8th position and the Social-Political Movement “Actiunea Europeana” (European Action) will have the ninth position on the ballot paper.

Scandal at PL

The president of Liberal Party’s (PL) Chişinău Centre organization, Vasile Panfil, convened a press conference in order to express his disagreement regarding the way the electoral PL list was prepared. According to Panfil “Mihai Ghimpu usurped the party power and is ignoring any opinion that comes from other colleagues… A lot of members were assured that they will be included on the electoral list, but this promise has not been respected. In exchange, people that are not members of PL were included in the list”. Mihai Ghimpu, president of PL responded that all PL decisions are approved by the National Council and by the party’s congress. According to Ghimpu, “PL took care to not include on the list people who would eventually betray the party inside the Parliament and vote with the communists. It is also suspicious the fact that from all decisions by the mayor Dorin Chirtoaca on appointing heads of the City Hall departments, only the decision appointing Panfil as head of City Construction Department was left in force by the Appeal Court.” (source: Jurnal de Chisinau)

The maximum limit of the financial resources used by electoral competitors and the state loan amount

CEC decided that the political parties will be able to spend 12 million lei (~$1,2 million) each at the most for the political campaign. The independent candidates will be able to use 500 thousand lei (~$50 thousand) at the most. CEC also established the amount of the non interest loan the state will be able to give to the electoral contestants. The parties will be able to borrow 32 thousand lei (~$3000), and the independent competitors — 5 thousand lei (~$500) each.

The electoral constituency for Transnistrian voters

CEC formed an electoral constituency for Transnistrian voters. 37 second-degree electoral constituencies (32 district constituencies and one constituency for Chisinau, Bălţi, Bender, UTA Gagauzia and the Transnistria localities) were created in all.

Settling the number of trustees

CEC established the number of electoral contestants’ trustees, who can represent them in the contacts with third persons, from 10 to 50 people for each electoral constituency, depending on the number of voters.

Observers’ accreditation

CEC accredited more local and international observers from the National Democratic Institute (NDI) — 3 persons; the Europe Academy of the Civil Society — 14 persons; the Association “First Europe Council Club” — 13 persons; the “AMP-International” Young Journalists Press Agency — 5 persons; the “OMEGA” news Agency — 4 persons.
