PPCD introduces its electoral platform

The Christian Democratic People’s Party (PPCD) has introduced its electoral platform in absence of known leaders. None of known PPCD leaders attended the press conference under the pretext of promoting a young generation of politicians. PPCD says that completing the constitutional reform will be a key goal of the party. Other principal elements of the PPCD ruling programme are: industrialisation, opening export promotion agencies, developing villages and cities, energy security of country and accession to European Union and NATO. Young people open “digital offensive”

The Young Journalist Centre of Moldova (CTJM) has opened the “digital offensive of young people”, a contest aimed to promote a conscious participation of youths in the April 5 elections. Young people willing to participate in this contest shall send video records, graphics and photos on this topic to CTMJ until March 25. Materials participating in the contest will be published on the CTJM official website and will be mediated via social networks and downloading websites. Winners will be nominated at a ceremony set for April 10. The contest is part of the project “Youths Promote and Support Conscious Participation in Elections” implemented by CTJM with the financial assistance of the National Endowment for Democracy within the Civic Coalition for Free and Fair Elections Coalition-2009. Candidates holding dual citizenship under “Civic Control”

Majority of candidates to the April 5 elections who hold a dual citizenship represent the Liberal Democratic Party, Liberal Party, Moldova Noastra Alliance and Actiunea European Movement. This announcement was made on Thursday by the Civic Control — Elections 2009 Coalition, which promised to monitor after parliamentary elections the process of renunciation of dual citizenship by candidates who will accede to legislature. Alexandr Barbov, director of the Civic Control — Elections 2009 Coalition, said that there are 231 persons who hold or applied for dual citizenship among candidates included in voter rolls. Most of them are part of the PLDM electoral list — 33 candidates, followed by PL — 31 candidates, AMN — 26 and MAE — 23 candidates. Barbov noted that the Coalition will watch in order to be sure that the national legislation restricting lawmakers from holding dual citizenship is not violated. (Source: Moldpres)

CEC draws attention on issuance of electoral lists

The Central Electoral Commission notes that voter rolls are issued by mayors and checked at residence of electors concerned. Information about Moldovan citizens entitled to vote, which is taken from the State Register of Population held by the Ministry of Information Development and provided to rayons via CEC, is consultative and cannot be a basis for issuing voter rolls. The Election Code stipulates express that voter rolls shall be issued by mayoralties in two copies for each polling station and cover all citizens entitled to vote who reside the area concerned. They shall be introduced to people not later than 20 days before elections. People will be able to check voter rolls for the April 5, 2009 parliamentary elections during March 16–31. They are free to contest to electoral bureau of polling station the non-inclusion or removal of their names from voter rolls, as well as other errors related to personal data or data concerning other electors not later than five days before elections that means until March 31, 2005 inclusively. CEC explains special stamp “ELECTIONS 05.04.09”

The Central Electoral Commission (CEC) explains the way the special stamp “ELECTIONS 05.04.09” will be applied on identity documents at the April 5 parliamentary elections. The stamp will be applied on identity cards when voters will receive ballot papers: on page 6 of Moldovan passports; on page 8 of annexes to identity cards; on page 4 or 6 of former Soviet-type passports, on which the stamp “Citizen of Republic of Moldova” is applied; on temporary identity cards (form 9); on “Special Notes” of the military ID card, cards issued by the Civil Service Centre and Seaman’s cards. The stamp “ELECTIONS 05.04.09” will be applied on identity cards of all voters who will participate in elections and aims to prevent multiple voting. (Source: CEC communication)

PSD seeks election of judges by people

The Social Democratic Party of Moldova (PSD) recommends the reformation of law enforcement bodies and judicial system as part of anti-crisis solutions. PSD initiatives aim to optimise the work of law bodies and ensure a real independence of law courts in relations with legislative and executive authorities, PSD chairman Dumitru Braghis told a press conference on Thursday, March 12. PSD proposes the direct election of judges by people. “When a judge will make an illegal decision, people will have the right to dismiss him through a referendum. The election of judges should coincide with local elections and candidates to offices of judges should compete among them,” Braghis noted. PSD also proposes the merger of traffic police and patrol service into a single municipal service in charge with preventing and combating crimes. Social democrats seek a republican service to investigate penal and economic offences and reorganisation of the Centre for Combating Economic Crimes and Corruption. (Source: Info-Prim)

Criminal charges against director of the Nisporeni-based TV station Albasat

The police have stormed the Nisporeni-based local TV station AlbasatTV for the third time. Now a criminal case was opened against AlbasatTV director Efim Bardan. The Interior Ministry claims that storming the TV station was a legal police action, while the AlbasatTV administration accuses communist authorities of harassment. Policemen stormed the TV station Albasat for the first time on February 25, without introducing themselves or showing any warrant. On Wednesday, six policemen returned to the Nisporeni-based TV station and presented a warrant. The police accuse the Albasat TV director that the TV station has got approximately 8,000 Euros from the Nisporeni District Council through law court for information services which it should provide to the council under a contract in 2006. The police suppose that the TV station did not provide the information services concerned. Conflicts inside “Ravnopravie” Movement and Congress of Russian Communities

The Congress of Russian Communities from Moldova and “Ravnopravie” Movement have decided to convene in an extraordinary meeting on March 28, they said in a press release. The sitting aims to “revise the current condition of organisations and introduce essential changes in their activity.” At the request of the group, the meeting will consider the activity of their leader Valerii Klimenco, who decided to stand for parliamentary elections as part of the list of the Centrist Union of Moldova (UCM) and informally withdrew from the Congress of Russian Communities from Moldova and “Ravnopravie” Movement. Group activists claim that they “have repeatedly forewarned Klimenco not to use resources of the Russian community for raising financial capital and making his image.” The initiative group described as “untrue and provocative” the information that these organisations support the political party UCM. In his turn, Klimenco assured that “this information is untrue” while the Congress of Russian Communities and “Ravnopravie” Movement decided to support UCM. (Source: Infotag)

PLDM invites AMN and PL to consolidate their forces against abuses committed by governing

The Liberal Democratic Party of Moldova (PLDM) invites again the Moldova Noastra Alliance and Liberal Party to create a Council for Dialogue and Cooperation with the purpose to combat abuses by communist governing and coordinate joint actions for a democratic scrutiny. The call is motivated by PLDM concern with intensified abuses committed by communist governing in electoral campaign. PLDM fears that state institutions, particularly police bodies organise provocations and obstruct the electoral campaign, giving a number of examples in this regard. In these conditions, PLDM reiterated its call upon international organisations and diplomatic missions to Moldova, election observation organisations to get involved in order to make the communist governing stop abuses and illegalities and ensure fair elections.

PLDM leader discontent with operation of foreign election observance missions

The leader of the Liberal Democratic Party of Moldova (PLDM) has told a press conference that he does not like the activity of international organisations from Moldova which monitor the electoral campaign. Filat noted that international organisations and diplomatic missions to Moldova just collect facts on incidents occurring during campaign and further introduce them in a final election observation report. Son of PLDM candidate says police assaulted him

Nicolae Concescu, son of the candidate of the Liberal Democratic Party of Moldova (PLDM), Dumitru Concescu, claims that four persons who introduced themselves as policemen but did not show any identity cards have ill-treated him. The young man told a press conference on Thursday, March 12 that four individuals stopped his car on Tuesday evening at around 18:00 in the city of Drochia. Swearing and kicking off the car, the four persons demanded the documents of the young man. “They told me that I could have problems should they find any anti-communist electoral leaflets or any electoral advertising,” N. Concescu said. The young man noted that the four aggressors demanded him to sign a declaration that he does not have any claims against them and told him not to signal the incident. According to PLDM chairman Vlad Filat, Prosecutor General of Moldova was appealed in connection with the abusive holding of Nicolae Concescu and asked to punish the employees of the Interior Ministry who ill-treated the young man. At the news conference, Filat refuted allegations that his party would pay participants in electoral meetings. “It is impossible to pay 20,000 people” Filat added. (Source: Info-Prim)

PCRM leader: interest of electors is like in 2001

Interest of voters during ongoing electoral campaign is like in 2001, Moldovan President Vladimir Voronin, chairman of the Party of Communists (PCRM), has stated to OMEGA, describing activism of electors during meetings with electoral candidates. “This conclusion is based on the number of electors who attend meetings. I have seen this at the 2001 elections only, and the number now is even higher,” the chief of state stressed. The PCRM chairman explained that “the confidence of people” towards the ruling party, communist party etc. has grown. (Source: Omega portal)

PDM explains secret of interest for PCRM and eventual consequences

“We may have a Parliament which will not represent electors’ options,” Oazu Nantoi, vice-chairman of the Democratic Party of Moldova (PDM), has told a press conference in Balti. “Electing an unrepresentative Parliament may challenge tensions in society, as the Republic of Moldova is sliding to a serious crisis,” the politician noted. The Parliament could be unrepresentative, Nantoi continued, as the ruling party is abusively using administrative resources during the ongoing electoral campaign. “Employees from diverse institutions and organisations are actually forced to participate in meetings with PCRM candidates,” and “the communists do everything to halt opposition representatives to meet electors from various collectives.” (Source: DECA-press)
