CEC gets electronic voter rolls

Starting July 6, the Central Electoral Commission (CEC) is getting voter rolls issued by mayoralties nationwide for the July 29, 2009 parliamentary elections. CEC will receive electronic lists today and will totalise this procedure tomorrow. CEC spokesperson Doina Bordeianu reported that the Commission will check the lists the next four days via a programme in order to assure that they have been issued in compliance with legislation. Further, the imperfect documents will be returned to areas concerned in order to make the necessary corrections. This checking will prevent claims by certain electoral candidates regarding forgery of lists. Electoral bureaus of polling stations will display the voter rolls before July 14. The voter rolls cover all Moldovan citizens who hold the electoral right and reside Moldova at present. (Moldpres)

Offices for Documentation of Population will work on Election Day

On July 29, day-off when early parliamentary elections will take place, all Offices of Evidence and Documentation of Population including Offices of reception and issue of urgent documents will be working. The announcement was made by the Ministry of Information Development (MID), with the purpose to facilitate the voting process. Angela Chicu, head of the marketing and public relations service of MID, said that starting July 21 Moldovan citizens entitled to vote who hold invalid identity cards or have lost or been stolen their identity documents will be able to get temporary identity cards (Form 9 without security signs) free of charge, which will be valid until July 30. As well, the people who hold expired documents will be able to extend their expiry date. People record and documentation services will be open on July 29 from 07.00 a.m. to 21.00 p.m. (Moldpres)

Chisinau residents may check online their names on voter rolls

The Chisinau City Hall releases a project to enable people to check online their names on voter rolls. Starting Tuesday, July 7, citizens entitled to vote from Chisinau will be able to check out their names on electoral lists at the Chisinau City Hall’s website. Even more, in the event they do not find their names on those lists, electors may apply for this purpose. As well, electors from Chisinau can find their polling station on the website. The project is administrated by the Chisinau City Hall with the financial support of Soros Foundation. (jurnal.md)

MAE applies to CEC for participation in elections

The “Actiunea Europeana” (European Action) Movement (MAE) applied to the Central Electoral Commission on Monday, July 6 for registration as electoral candidate. CEC members decided the same day at 17:00 to register the party beforehand as the No.10 candidate on ballot papers. CEC registers the runners to elections within five days after receiving the applications. The order of registration on ballot papers is definitive only after the CEC decides to register electoral candidates to the July 29, 2009 parliamentary elections. (CEC communiqué)

There are over 170 authorized places for electoral posters in Chisinau municipality

There are over 170 authorized places for electoral posters to be placed for the snap parliamentary elections on July 29 in Chisinau municipality. Thereby, the Chisinau municipality City Hall set 76 special places for electoral posters in the five capital sectors and up to 100 places in the municipality suburbs. According to the Regulation on the placement of electoral advertising on advertising billboards, the advertising agencies have the right to offer the whole space for the electoral ads on the private billboards placed in public places. However, every electoral contestant should not be offered more than 10 percent of this space. The placement of electoral posters will be prohibited in public transport, on residential blocks, fences, pillars, monuments, buildings and objects with historical, cultural and architectural value, as well as in the polling stations. PSD members from the rayon of Glodeni join PDM

The head of Glodeni rayon (district) Ion Movila and rayon councilors and mayors who are members of the Glodeni territorial branch of the Social Democratic Party (PSD) have announced their intention to leave the party and join the Democratic Party of Moldova (PDM). In a statement issued on Monday, former Social Democrats say that they are disappointed by the PSD’s unwillingness to support the unification of the Social-Democratic forces. They express their conviction that Marian Lupu and the PDM team that he heads play a special role in this process. The signatories of the statement criticize the government for dividing the Moldovan society for electoral purposes and other political leaders that oppose the consolidation of the Social Democratic segment. PSD belies the withdrawal of the Glodeni branch

The Social Democratic Party says that Ion Movila, former leader of the Glodeni branch of PSD, is manipulating the public by misinforming it and abusing of fake. According to a PSD statement, the party is astonished that the press service of PDM “has accepted to release an untrue announcement, without collecting facts and checking the misinformation from the person concerned.” It notes that just Ion Movila and several persons out of 1,257 PSD members from the rayon of Glodeni brought together into 19 primary organizations have confirmed the announced leave. PSD disagrees with the practice of misinformation and manipulation of the public opinion used by PDM at the insistence of the “Diacov — Lupu” group. (PSD statement)

“Together for Moldova” — electoral slogan of PLDM

The Liberal Democratic Party of Moldova (PLDM) will participate in elections with the slogan “Together for Moldova”. On Monday, at a press conference, the PLDM leader Vlad Filat, declared that Liberal Democrats come in this election campaign to say that “only together for Moldova, we will have the chance to live better in our own country”. “After eight years of communist governance, we have a society split according to ethnic and political criteria. NGO leader says Marian Lupu was one of April 7 provokers

Boris Asarov, President of the Transnistrian Association “Pro Europa”, stated that the former Speaker Marian Lupu was one of the provokers of the April 7 devastations. “His slogan “Let’s Stop the Political War” is an example of cynicism,” Asarov told a news conference on Monday. According to him, Marian Lupu initiated a similar protest on July 8 in Balti, where he had discussions with two company managers and asked them to take the people out in front of the Balti City Hall. But they refused to get involved in such political actions, Boris Asarov said. The president of “Pro Europa” said that the Lupu project is a creation of Mark Tkachuk, who is a candidate on the PCRM’s ticket. The project is extremely dangerous for Moldova because it is not aimed at Moldova’s European integration and is not a pro-Russia project. “Though they have arguments, the Communists do not accuse Lupu of dubious business practices, while Rosca’s insignificant criticism leveled against Lupu is designed to convince the people that “Lupu” is an independent project, while in reality it is a satellite of the Communists,” Boris Asarov said. AMN ready to create a post-election coalition with PL and PLDM

The leader of the opposition Moldova Noastra Alliance (AMN), Serafim Urechean, has expressed confidence that his party would create a ruling coalition with the Liberal Party (PL) and the Liberal Democratic Party of Moldova (PLDM) after the 29 July snap parliamentary elections. Speaking at a news conference today, Urechean denied reports about the three parties reaching an agreement to participate in the forthcoming election on a single electoral list. “Like the other two opposition parties, we are participating in the election on our own, but we are coordinating our actions and after the election we will set up a coalition,” Urechean stated. AMN accuses communists of poor organization of bachelor exams

The Moldova Noastra Alliance (AMN) has accused the Communists of a poor organization of bachelor exams. The AMN leader Serafim Urechean said at a news conference on Monday that local residents complain daily of the Communists. “They write that they are subject to constant stress, which is not over for the time being, as this year the marks were very lowest as never and many people appealed against them”, he remarked. In Urechean’s words, these low marks are not occasional, as the Communists want to revenge upon the younger generation, who are not their voters and who want to continue their education abroad, in particular, in Romania. He underscored the fact that Moldovan pupils received the lowest marks in the Romanian language. Ex-minister of Education Valentin Crudu said that the order of this examination was approved only two weeks before the examination, which is not ordinary. In his words, many pupils were forced to pass the exam in sport halls and in school canteens, but not in class rooms. PCRM has no scenarios implemented in other political parties, says a PCRM candidate

The Party of Communists of the Republic of Moldova (PCRM) does not have any “scenarios” implemented in other political parties. Such statements were made by the candidate on the PCRM electoral list, Igor Dodon, at a press conference. Dodon made these statements to cast light upon various assertions that the migration of the former speaker of Parliament and PCRM member, Marian Lupu from PCRM to PDM might be a project conceived by PCRM. “The PCRM does not need scenarios implemented in other parties, because the victory cannot be obtained through scenarios, which was demonstrated during the April 5 parliamentary elections”, Dodon said. According to the politician, the party he represents honestly goes for elections and presents to voters their priorities and commitments, the achievement of which it assumed if it comes to the rule. PSD and UCM compare post-riot events with Stalinist repressions

The Social Democratic Party (PSD) and the Centrist Union of Moldova (UCM), which will participate in the July 29 snap elections with a joint list of candidates, have compared the April 7 riots and the events that followed with the 1949 mass deportation, describing them as “black days” in Moldova’s modern history. Speaking at a news conference on Monday, a PSD member Dumitru Godoroja said that the “lack of actions by the Moldovan authorities are forcing thousands of Moldovans, mainly youths, to leave the country and look for better jobs abroad”. Representatives of the Association of Former Deportees and Political Prisoners said that the ruling Communist Party does not wish and cannot take measures to restore the legal and moral rights of Stalinist deportation victims. The representatives of the two parties accused the Communist authorities of unleashing a campaign aimed at dividing the population into “patriots and enemies”, “blacks and whites,” “ours and enemies”. PSD and UCM said they would set up a National Fund to raise money and build a memorial complex which should remind people about the tragic events faced by the Moldovan nation. (Infotag)

LADOM identifies irregularities in campaign for early legislative elections

The League for the Defense of Human Rights of Moldova (LADOM) warns the Central Electoral Commission, the political parties and the mass media about inappropriate behavior in the election campaign. The findings were included in a report on monitoring the electoral process for the July 29 early parliamentary elections between June 1 and 30. “Some of the parties do not have the necessary financial resources, while most of the small parties run the risk of being dissolved because they do not run in elections or received few votes. They are forced to regroup the forces and look for solutions. As a result, we witness political migrations and signs of possible fusions,” LADOM says. The LADOM monitors paid special attention to the local authorities who were warned by the Central Electoral Commission (CEC) to correctly draw up the list of voters. “We could not see much progress in this respect. Therefore, the risk that the electoral registers will not be accurate still persists,” the monitors said. The League calls on the public authorities not to use or not to allow using administrative resources for the benefit of the electoral contestants. With regard to mass media, the report concludes that “mass media continue to have problems with the plurality of opinion that brought many negative reactions from NGOs monitoring the post election behavior of some media outlets”.
