CEC submitted the final election results protocols to the Constitutional Court

The Constitutional Court (CC) will pronounce on the validation of the July 29 early legislative elections within 10 days. On Thursday morning, the Chairman of the Central Electoral Commission (CEC) submitted the elections results and the tabulation protocols to the CC. The Commission’s chairman Eugeniu Stirbu said that all the documents were drawn up in compliance with the Election Code. The CC Chairman Dumitru Pulbere said that the documents will be examined during a closed meeting. Pulbere asked Stirbu why some of the election runners do not agree with the way in which the parliamentary seats were distributed given that the calculation method used was the same as before. “The calculation formula proposed by the electoral contestants concerns the uninominal vote. It cannot be accepted in our country,” the CEC chairman explained. The CC will pass the final decision on election validation at a plenary sitting that will be also attended by representatives of the five parties that entered the Parliament. (Info-Prim Neo)

PPCD insists on the vote recount

The Christian Democratic People’s Party (PPCD) insists on recounting the votes cast on July 29. “Our final goal is to have the votes recounted and to find out the truth about the election results,” the PPCD representative to the Central Electoral Commission, Radu Busila said at a news conference on Thursday. The major irregularity claimed by the PPCD is the difference between the number of ballots sent to the district electoral councils and the number of ballots used in the voting process. Radu Busila said that they had informed the Central Electoral Commission about this. Earlier, the PPCD asked the Constitutional Court to order a vote recount, but their application was rejected, as its completion was required. (Info-Prim Neo)

Chisinau Court of Appeal backs out from examining the AMN and PL applications over distribution of parliamentary seats

The Chisinau Court of Appeal announced on Wednesday that it is not within its competence to examine the contestations filed by the Moldova Noastra Alliance (AMN) and the Liberal Party (PL) over the distribution of parliamentary seats by the Central Electoral Commission (CEC). The representatives of the two parties to CEC say that the judge did not clearly explain his decision, avoiding bearing responsibility. “If the Supreme Court of Justice also rejects our contestation, we will appeal to the Constitutional Court (CC),” said Nicolae Raileanu, the AMN representative to CEC. The CC’s spokesman Dumitru Tara has declared that if the contestations reach the Constitutional Court, they will be attached to the case concerning the validation of the July 29 parliamentary elections. MAE forwards proposals to the future democratic coalition

The European Action Movement (MAE) has formulated a set of priorities for a democratic government that could be used by the anticommunist parliamentary parties during the next months. The MAE leader Anatol Petrencu told a news conference on Thursday that the 10 priorities had been approved by the party’s Permanent Bureau. They formed part of a much larger package proposed for examination. The 10 principles represent a starting point for transforming Moldova from a poor and isolated country governed by Communists into a free, European and democratic society with high living standards and a new mentality, the MAE says in a communiqué, which was distributed after the news conference. According to Anatol Petrencu, the priorities of the noncommunist government should include: the investigation of large-scale corruption cases, immediate reformation of the Security and Information Service and the Ministry of Interior, creation of a joint commission that would investigate the causes of the April 7 events, immediate abolition of the illegal visa regime for Romanian citizens, granting of concessions to national and foreign investors, initiation of the official procedure for joining the European Union, guaranteeing of the independence of the mass media, depoliticization of the President position. The MAE Chairman said that the future democratic coalition will be faced with the task of ensuring a stable climate for improving the living conditions in Moldova. (Info-Prim Neo)

New Parliament maybe dissolved on January 2010

The Constitutional Court Chairman Dumitru Pulbere affirmed in an interview that the new Parliament maybe dissolved starting January 1, 2010. While asked how the Article 85 of the Moldovan Constitution concerning the Parliament dissolution can be interpreted (the existing provision is ambiguous — either the Parliament may be dissolved at least once a calendar year, or the Parliament may be dissolved within a year from the day of the previous dissolution (in this case — June 15)), Dumitru Pulbere said that “it is difficult to say, what the Parliament meant, when it included the issue about the possibility of the dissolution of the legislative organ in the Constitution”. But according to Pulbere, in any case the Article 85 says about the possibility of the Parliament dissolution, when it is impossible to elect the new President, as well as to form the Government for one or another reason. He concluded that the Parliament can be dissolved only once within one year, despite the fact that is a calendar or parliamentary year and there is a theoretical possibility to the Parliament to be dissolved starting the January 1, 2010. “I consider necessary for the parties that form the parliamentary majority to immediately set up a commission of experts for reconsidering the Constitution… because there are fuzzy aspects within Constitution, but their solution is not within the competence of the Constitutional Court”, said Pulbere. Vlad Filat denies the deadlock in negotiations between the democratic parties

Vlad Filat, the leader of the Liberal Democratic Party of Moldova (PLDM) denies the rumors lately spread in the mass media that the negotiations between the democratic parties on setting up a ruling post-electoral coalition reached a deadlock. In his interview to the Romanian newspaper “Evenimentul Zilei” the PLDM leader underlined that it is still a long way to a deadlock. When asked about his previous statement that somebody tried to recur to blackmail, Filat answered that he does not want to quote names, but there are circumstances, when certain politicians can come across to the side of the Communists, if their demands are not satisfied. “We have a decisive viewpoint: there is nothing to speak about in this situation. We put this very clearly: we shall pass to talks, when all the four parties announce loudly — «There must be no cooperation with the Communist Party!». Three liberal parties acted in this way not only by means of their statements, but also by their deeds. The Democratic Party of Moldova (PDM) must also prove its consent with its deeds”, the PLDM leader said. (Infotag)

PLDM grateful to voters

The Liberal Democratic Party of Moldova (PLDM) maintains that, by having the mandate of its voters on July 29, it will end the political crisis. PLDM made this statement in its message to the voters. By this message, PLDM thanked the voters for their vote and that on July 29 they opted for deep transformations within society, for building a democratic and developed country. (Info-Prim Neo)
