PLDM may start electoral campaign

Central Electoral Commission (CEC) registered the Liberal Democratic Party of Moldova (PLDM) as a candidate in parliamentary elections of November 28, 2010, the party being included under number 13 on the ballot. Until October 20, 2010, the registered candidates, public office holders covered by the provisions of Article 13 para.(3) of the Electoral Code, shall provide CEC with the documents on suspension from office.

Additional independent candidate has applied for registration

CEC has received the set of documents submitted for registration from the independent candidate Gabriel Stati. Since he was the only person who has submitted the documents on October 15, in case he will be registered as an electoral competitor, Gabriel Stati will appear under the number 16 on the ballot for the parliamentary elections of November 28, 2010.

PpNT warned

Several parties registered as competitors for the parliamentary elections have filed complaints with the CEC on the failure of the political party “For Nation and Country” (PpNT) to observe the Electoral Code regarding the use of financial resources without opening the “Electoral Fund” and the distribution of electoral advertising material. Complaints were accepted in part, and the PpNT was only warned (complainers were demanding to cancel the registration of the electoral competitor), and the distribution of advertising material was prohibited. Also, the party was forced to open a bank account titled “Electoral Fund” and to transfer there the funds the party used for ordering and distributing publicity material concerned. The related materials were sent to the Ministry of Interior in order to investigate, according to its competence, the case of manufacturing and distribution of electoral materials without complying with the requirements stipulated by law. Expiration of the term granted to broadcasters for getting involved in the campaign

On October 15 the term granted to radio and TV stations to file statements on intention to cover the electoral campaign has expired. According to sources within BCC, thus far, 30 TV stations (out of 57 registered) and 35 radio stations (out of 48 registered) filed the appropriate applications with the Broadcasting Coordination Council (BCC). The five broadcasters with national coverage (over 60% of the territory) are also obliged to organize electoral debates, the other broadcasters have the right to organize such debates or to refrain from doing so according to their own format.

NERA and SCM indirectly involved in electoral campaign

National Energy Regulatory Agency (NERA) has issued a press release, whereby qualifies the decision taken by the Civil and Administrative Board of the Supreme Court of Justice (SCJ) to withhold the pending lawsuit application filed by the party “United Moldova” against NERA as indirect support for this party in the electoral campaign. Consumers of natural gas are cautioned that statements made by some party leaders of “United Moldova”, according to which since October 13, 2010 the payments for gas consumption would be made based on tariffs set by NERA before January 14, 2010 are political speculations and mislead the public opinion and destabilize the situation in the country’s energy sector. At the hearing of the Superior Council of Magistrates (SCM) of October 15, 2010 it was decided to suspend from office the SCM member Alexandru Arseni for the reason that he was registered as a candidate on the list of an electoral competitor in the parliamentary elections (number 23 on the Liberal Party list).The initiative was submitted by the SCJ President, Ion Muruianu, who reasoned his request by the ban for SCM members to conduct political activities. The SCM meeting also found that Alexandru Arseni would have made use of his status as a SCM member for campaigning, making “populist, totally false and ungrounded statements on a decision adopted by the Supreme Court of Justice”.
