The number of competitors may reach 40

On October 28 the deadline for lodging the MP candidates registration documents for the parliamentary elections of November 28, 2010 expired. Central Electoral Commission (CEC) announced that 21 electoral candidates were registered (18 political parties and 3 independent candidates). Additional 19 file-cases are under examination, of which 17 as independents and 2 political parties. According to the filing order and drawing the lots, the places on the ballot attributed for the last 19 competitors shall be distributed as follows:

75 polling stations abroad are proposed

Moldovan Government has taken the decision on opening polling stations abroad for early parliamentary elections of November 28, 2010.According to the decision, 75 polling stations abroad are to be established within diplomatic missions (35 stations) and outside of them (40 stations), this number and location of polling stations being set according to the agreements with the authorities of the states concerned.

Notifications concerning the accuracy of parties’ funding

The CEC has provided the Centre for Combating the Economic Crimes and Corruption and the Tax Inspectorate the financial reports of all political parties in order to investigate their veracity. This decision follows the information disseminated by media, which refer to donations to the PCRM electoral fund, since the respective individuals state they are not aware and did not make such donations. CCECC shall examine the notifications in terms of the existence of criminal elements and shall propose the Prosecution Service to decide on appropriate solutions.

Observers note violations

Promo-LEX Association has launched the second monitoring Report of early parliamentary elections on November 28, covering the period from 13th to 25th of October 2010.It finds an unbiased conduct of electoral administration and a certain intensification of the campaign. Visible electoral activities were started by a few electoral candidates; however some first electoral incidents have been already noticed, as well as the cases of using administrative resources by candidates. Negative trends in the electoral process, identified by observers, are caused by conflict situations within a number of district constituencies, poor financial reporting on campaign expenses, lack of places for campaign advertising, breach of electoral rules on billboards, reduced information rendered to citizens regarding the possibilities to verify the voter lists, cases of aggressive treatment of candidates by voters. The establishment of electoral bodies in Transnistrian region remains impossible, and the constitutional authorities delay the effective measures to create the conditions that are necessary for the citizens in the Eastern region to vote. Interim President expresses concerns

Interim President of the Republic of Moldova, Mihai Ghimpu, has held a press briefing, where he red a statement, expressing his concern when some political forces organize a campaign against the state bodies. Ghimpu disputes recent statements by the PCRM leader, Vladimir Voronin, who attack the fundamental state bodies, relying solely on speculations rendered by PCRM affiliated media. To end the speculations, the Interim President feels obliged to convene a public meeting of the heads of relevant bodies in order to provide information on the case. CEC provides clarifications on impossibility to extend the number of candidates

The Central Electoral Commission has made clarifications on the procedure for changing the lists of candidates, according to which, until November 20, 2010 inclusive (7 days before the election), the electoral competitor registered with CEC can make the following changes: • replacement of candidates on registered list by withdrawal and the appointment of another candidate; • changes in order to change the order or exclusion of a candidate from the registered list; • withholding the list of candidates. The number of candidates registered on the list of an electoral competitor can not be extended after October 28, 2010. (source: CEC)

UCM renounces to run in elections

Within a press conference, the leader of the Centrist Union of Moldova (UCM), Mihai Petrache, said UCM’ separate participation in the November 28 parliamentary elections is inappropriate and irrational. The decision was taken after a comparative analysis of the existing political forces and their chances to succeed in campaign. Petrache also said that the party has held discussions with most of the extra-parliamentary parties to create a bloc in order to become a real force in the early parliamentary elections, but this wasn’t understood. At the same time, the UCM Republican Council urges the party members and supporters, all Moldovan citizens to honour their constitutional right to participate in the elections of November 28.

Municipal resources for elections

Chisinau Municipal Council decided to allocate 355,000 for conducting the parliamentary elections of November 28, these funds shall be allocated for more booths and ballot boxes. We will need more ballot boxes and voting booths, as well as numerical plates for polling stations. Government has allocated for early elections 35 million lei, while the estimate of expenditure approved by CEC for the November elections is 43 million lei.
