The balance of referendum campaign

Central Electoral Commission (CEC) took stock of the campaign and organization of the September 5 referendum. According to CEC, 2035 polling stations were established in the country, 78 stations abroad, for 2.6 million registered voters in electoral lists 2,805,000 ballots were printed, out of which 130,000 were submitted to voting stations abroad. According to CEC, only six complaints were filed, comparative to those 180 complaints filed during the 2009 parliamentary elections.

AEI leaders call to referendum

The four leaders of the Alliance for European Integration held a briefing where they reiterated their common position on political situation in the country and called on people to participate in the referendum and vote for direct election of the President. In their view, only the presence at the referendum will be able to end the “constitutional” crisis and make it possible to resume fully the activity of state institutions.

A broadcaster accused of violations in the campaign coverage

Private TV channel NIT is one of the four channels with national coverage, monitored by the Audiovisiul Coordinating Council (CCA), which admitted violations in the campaign for constitutional referendum of September 5. According to Dinu Ciocan, Head of the CCA Monitoring Department, the private broadcaster acknowledged that 12 violations were made regarding the biased opinions and lack of second source. NIT representative claims the broadcaster has shown the views of all those involved in the event. At the same time, some CCA members believe CCA has an uneven approach towards the broadcasters and suggested that some broadcasters are favored by CCA. CCA announced that it will also take measures regarding 23 broadcasters that have not submitted the declaration concerning the intention to cover the referendum campaign, but aired election topics.

CEC rejected the PNL appeal

The representative of the National Liberal Party (PNL) has appealed to the Central Electoral Commission to warn the participant in the referendum, the Humanist Party of Moldova (PUM) and to file with the competent court a request to cancel the registration of this participant in the referendum, following the intentional use of undeclared finds and materials. PNL argues that PUM established a complex network of billboards, the expenditures for which were not reflected in presented financial reports on electoral advertising. In PNL view, PUM violated the provisions regarding the prohibition of any form of funding and material support in electoral campaigns made by charitable and religious organizations, as well as intentional use of undeclared funds and materials. Examining the appeal, CEC found that advertising materials on billboards with the following content: “TRUST TO PEOPLE OF GOOD FAITH, VALERIU PASSAT” and the picture of V.Pasat “I do not believe anybody???” and the third “RESPECT, TRADITION, COUNTRY: SIGN FOR YOUR ORTHODOX COUNTRY” — cannot be qualified as electoral publicity material for the purpose of electoral campaigning accomplished by the participant in the referendum, as these do not represent actions designed to lead voters to support its choice “for” on the issue that is subject to referendum. Rejecting the appeal, CEC also clarified that one has to distinguish between electoral campaign conducted during electoral period by political parties and other social-political organizations and the activity carried out by them in pre-electoral and post-electoral campaign in order to implement their political will which is expressed in their statutes and programs, registered accordingly, under the procedure set out by law.

Police will ensure public order in the referendum

About 70% of police commissariat staff will be involved in maintaining public order and ensuring the proper conduct of the plebiscite. According to statements made by press service of the Ministry of Interior (MoI), the main task of the referendum will be preventing, combating and finding the electoral violations and offences; assisting the chairmen of electoral bureaus of the polling stations in order to ensure public order on voting places and territory nearby. Police will protect the material goods of the electoral councils and bureaus, will escort the transportation of voting ballots and will ensure their integrity as well as the integrity of other electoral documents.
